Short answer, since you searched for it: no, Shimizu has no hop-on hop-off bus. No red double-decker, no loop of numbered stops, no day pass. Plenty of passengers step off the ship looking for one, because Tokyo and Osaka have them — but Shimizu is a compact working port town, and the distances that make HOHO buses useful simply don’t exist here.

The three things that replace it
1. Your feet (10–25 minutes). The reason no operator runs a sightseeing loop: the sights are already in walking range. From Hinode Pier it’s ~10 minutes to S-Pulse Dream Plaza and the Sushi Yokocho counters, ~20–25 minutes to the Kashi-no-Ichi tuna market, and the bayfront promenade links them all. That cluster is a complete 2–3 hour plan on its own.
2. The water bus — the closest thing Shimizu has to a HOHO loop. The Miho Hagoromo Line is literally a three-stop circuit: Hinode (your pier) → Ejiri (the fish market and station side) → Miho (the World Heritage pine grove) → back to Hinode. ¥1,800 rides the full loop; ¥1,000 per single leg. It runs roughly hourly, needs no booking, and the middle leg crosses the bay with Mt. Fuji ahead of you. Hop on, hop off, in the most literal sense this port offers.
3. The free cruise-day shuttle, plus short taxis. On most call days a free shuttle runs between the pier and JR Shimizu Station — useful for the train to Shizuoka City (11 minutes). Treat it as a bonus, not a schedule: it’s a standard bus, the queue swells when a big ship is in, and it stops running well before all-aboard. For anything the shuttle and your feet don’t cover — chiefly the Nihondaira viewpoint (~25 min, ~¥3,500) — taxis wait at the pier on cruise mornings. Agree the return pickup before you go up the hill; taxis don’t cruise for fares at the top.
